There is a clear answer: Yes, but a shortened version suffices.

Before a machine, installation, or powered work equipment is put into service, the internal prevention adviser must draw up a report stating that the work equipment complies with the applicable laws and regulations regarding safety and hygiene and with any additional conditions stipulated during the order. This report confirms that safety and health requirements are met upon delivery of the work equipment.

Work equipment with CE marking already complies with a number of safety and health requirements. However, these requirements only relate to the properties intrinsic to the work equipment itself. Therefore, a commissioning report is still required to achieve the objective set by the dynamic risk management system and for aspects not covered by the CE marking. This report guarantees that measures have been taken against risks not covered by the CE marking (art. IV.2-8. of the Codex on Well-being at Work, book IV, title 2: Provisions applicable to all work equipment).

Aspects that are not an intrinsic part of the work equipment and are therefore not covered by the CE marking:

  • Review of the delivered documents:
    • The presence and quality of the declaration of conformity supplied with the work equipment.
    • The presence of instructions, user manual, and maintenance regulations supplied with the work equipment.
  • Adjustments, assembly, or modifications to the work equipment.
  • The setup of the work equipment.
  • Additional measures in the context of fire safety.
  • Additional measures when using hazardous products.
  • The production of extra noise.
  • Temperature and lighting of the environment.
  • Order and cleanliness.
  • Ergonomics.
  • Collective and personal protective equipment to be used.
  • Periodic inspections and maintenance.
  • The connection and any locking possibilities of the energy supply.
  • Additionally required training courses.

The above-mentioned aspects must be included in the commissioning report for work equipment with CE marking.
